In July 2025, it looked like another line in a congressional disclosure: a small purchase of Ultragenyx shares, when the stock traded at $27.20.
But it didn't end there, it happened again and again, and the fifth time, specifically after a 44% collapse.
Our premium channel members already know Ultragenyx.
On October 21, we reported on our premium channel that Eli Samaha's fund crossed 5% in the company, after the stock collapsed in one day.
Now we have identified another layer in the same stock.
A report that reached us revealed that Democratic Congressman Gil Cisneros of California purchased shares of the company on September 29, in the range of $1,001-$15,000, in his own account.
The report was filed on October 12.
This purchase alone would not have caught our attention so much, even though it is an unusual purchase.
So what makes this purchase interesting?
The sequence we identified in his disclosures:
On July 15, 2025 - the first purchase, at $27.20. August 8, 2025 - the second purchase. On February 18 and March 3, 2026 - two more purchases, around $20-22. September 3 - the advanced trial for Angelman failed, the stock plunged to $14.85, and four investment firms downgraded their ratings. September 17-21 - the FDA approves another gene therapy, and six investment firms raise their price targets. September 29 - and here is the fifth purchase, at the lowest price of all: $15.32.
Five purchases in 15 months - and not a single sale of the stock in his disclosures.
This is already unusual!
While investors abandoned the stock after the failure, Cisneros returned to buy specifically after the collapse, and two weeks after him, Samaha's fund also entered above 5%.
Ultragenyx already has drugs on the market, and in October, it sold two priority review vouchers it received from the FDA for $413 million in cash (we elaborated on this on our premium channel).
When a congressman who buys repeatedly and a hedge fund enter the same stock, each separately and within the same window, this is exactly the kind of signal that lights up our warning signs, and we do not ignore it.
The question is clear,
What did Cisneros see in this price that made him return for the fifth time?
We are monitoring.
